ANSWER (Congrats Math and TL! In light of the number of answers, i will post only one):
Fill the 3 gal bucket, dump it in the 5 gal bucket. Repeat. After you have done it twice you will have 1 gallon in the 3 gal bucket. Dump the 5 gal bucket out. Dump the 3 gal bucket into the empty 5 gal bucket. Then fill the 3 gal bucket again and drain into the 5 gal bucket that has 1 gallon of water. VOILA, you know have 4 gals of water.
