You should have had an option to install it in English unless you have a foreign language version in which you can't change the language. BTW, Microsoft isn't supporting Frontpage anymore so it's a dead application.....

Did you look in Add/Remove? Do you have Microsoft Office Installed?

Then what this is telling you is that you need Microsoft Office 2003 on your computer for this to work. Frontpage is a PART of the Microsoft Office program and generally not a "free standing" program. So if you only have the Frontpage portion of the program will probably not work fully unless you also have Microsoft Office 2003 installed. Microsoft Office 2003 DOES have the option of choosing the language you wish to work with, this is where the language choice comes in, not just in Frontpage.
I am assuming you do not have Office 2003 this since you have said that
I got it from a torrent because I am learning FrontPage at school.
What I don't understand, if you are learning this in school why the school does not supply the program. When both of my daughter's were in school and did learn to use Microsoft Office, Frontpage included, the school supplied each of them a legitimate copy of that particular Microsoft Office version, which at that time included Frontpage, through the Microsoft student share program for $5.00! Ask your school for a copy, if they expect you to learn it then they should provide the materials.

Ok, I'll ask my teacher, but if he says I somehow can't (public school :S) do I have to install Microsoft Office?

Some versions of Microsoft Office came with Frontpage and there was also a stand alone version of Front Page. Sounds to me like what you have is one which came with the Office program since the error is requesting Microsoft Office. This is what happens when you try to use pirated copies of programs. Plus remember also not all versions of Office contained Frontpage either. So it would have to be a version of Office which also had Frontpage included.

Ok, I'll ask my teacher, but if he says I somehow can't (public school :S) do I have to install Microsoft Office?
Have no idea what you mean by public school...if you are taking a class then the material should be provided. Were you told to install Frontpage on your personal computer or was this your idea?

EDIT: Yes, I have a web design class using FrontPage.
