is there any-way to assign max/min kbs for up/down loads for each compter while not limiting in network traffic?

my roomate runs filesharing all night and i ping like 5000 to ANY_THING when he does

but he wont limit them - said something about his ratio

It can be done with a good router that you are admin of, or taxing your system by using it as your buddies gateway.

Assuming you have a typical home router, anything that you will do under general bandwidth settings will affect all users/PCs. Whatever restrictions you are going to enforce (on the router) has to be done either to a specific IP address or port that is used by that PC.

Ideally, you would wanna apply the related restrictions on the PC in question. Normally the program used for file sharing would have the upload/download settings and configuring these settings that way would be the best.

you can use doctor tcp? to change the mtu setting of the offending computer, this might slow it down a bit since it limmits the max transmission unit from say 1500 down to 300 or 400?
