While, I look into this more, here is couple of things you can try:
~ Turn the automatic updates on so it d/ls and install them automatically.
Once it successfully had done so, then change it back to 'notify' only.

~ Create another account with admin level privileges and try the downloads after logging in as that user to see if you can do the updates.
