Yes. It is at the moment you used it.

Time/date stamp + IP address = You

and your ISP will have records of this, including what you connected to
at that instant.

As far as Firefox _itself_ generating some other kind of unique ID per
user seems a bit 'over the top' to me.

You did mention "Google" so maybe there is something to what you say in
the add-on Google Toolbar (for various browsers and OSs). For the life
of me, I don't understand why users want Google to know everything they
do on their (formerly) personal computers. Google Toolbar, Google
Desktop, Google online medical records, Google this'n'that...
