Windows itself is responsible for locking. Since the files are being used and/or protected by programs they're all in-use and therefore locked.

I do question THESE entries;
C:\Documents and Settings\Owner\My Documents\downloaded\First Page\fp2006-final-3.00-setup.exe/file1626 Infected: not-virus:BadJoke.JS.RJump

C:\Documents and Settings\Owner\My Documents\downloaded\First Page\fp2006-final-3.00-setup.exe Inno: infected

C:\Documents and Settings\Owner\My Documents\downloaded\fp2006-final-3.00-setup.zip/fp2006-final-3.00-setup.exe/file1626 Infected: not-virus:BadJoke.JS.RJump

C:\Documents and Settings\Owner\My Documents\downloaded\fp2006-final-3.00-setup.zip/fp2006-final-3.00-setup.exe Infected: not-virus:BadJoke.JS.RJump

C:\Documents and Settings\Owner\My Documents\downloaded\fp2006-final-3.00-setup.zip ZIP: infected - 2
BadJoke.JS.RJump is A Joke Program is software that is designed to mimic the actions of a virus and considered low risk unless you didn't install it yourself.

I would go in manually and remove all those entries noted above from
C:\Documents and Settings\Owner\My Documents\downloaded\
