Start up problems - narrowed to win.ini file

Howdy, I have a bit of a problem. I am trying to get one of my office pcs up to speed without having to call the tech guys in. Basically this is a Windows XP Pro system. The problem was that when logging in as the admin the machine would boot up promptly 30-60 seconds, but when she would log into her user account it would take between 7-10 minutes (without exaggeration).

Using MS Config, I have narrowed the trouble maker down to the last item in the win.ini tab. Its called "O/i Network ScanGear Ver. 1.6". This was software that we had used previously but no longer do. I tried to delete the old program from the add/remove hardware menu, but that didn't fix the problem, and it still appears in the win.ini tab of MSCONFIG.

How do I get rid of this? The computer functions properly when its is disabled in MSCONFIG, so i just want to delete it and be done with it. I am not concerned with repairing it. The office consists of about 15 PCs networked to a win2k3 dell server.

You might look in;C:\Documents and Settings\All Users\Start Menu\Programs\Startup and then see if you can remove it from there.
