Maybe someone can help me identify where my problem lies?

I read the Windows instructions for installing, configuring, & running
    TOR/Vidalia/Privoxy
    http://www.torproject.org/docs/tor-doc-win32.html.en

I downloaded the windows Tor/Vidalia/Privoxy bundle
    http://www.torproject.org/download.html.en

    I installed the Tor/Vidalia/Privoxy bundle into c:\privacy\tor\
It seems two items were added to my startup items according to ccleaner
    c:\privacy\tor\bundle\privoxy\privoxy.exe
    c:\privacy\tor\bundle\vidalia\vidalia.exe

I went to Firefox 2.0.0.8 Tools > Options > Security and unchecked
Warn me when sites try to install add-ons
Otherwise, you won't be able to install Torbutton as Firefox will say
Firefox prevented this site from asking you to install software on your
    computer

I installed the recommended Torbutton extension & restarted Firefox
    https://addons.mozilla.org/en-US/firefox/addon/2275

I checked that the green onion and blue P were on in my tray
I checked the Vidalia Control Panel which said "Tor is running"

I tested the setup; it failed:
    http://torcheck.xenobite.eu/
It said "Your IP is NOT identified to be a Tor-EXIT."
"So you are NOT using Tor to reach the web!"
And then it gave me my IP address.

Am I close? Why, after following all instructions, did Tor fail me?

For debug, I installed the torbutton extension into windows netscape
9.0.0.1 and when I tested it at http://torcheck.xenobite.eu/ it said
Your IP is identified to be a Tor-EXIT.
So you are using Tor successfully to reach the web!

Why would firefox 2.0.0.8 be stopping Tor from working properly?

YW, Doc Firefox may be pushing out 2.0.0.7 now until 2.0.0.9 gets
    released(real soon now).

Just FYI, the proxy check at xenobite sometimes will not identify Tor
nodes properly. There's a bit of lag between nodes going up and down,
and them propagating through the node list.

If you're sure it's your IP...

Right click on the TorButton icon in FireFox and in it's preferences
make sure you have "Use recommended settings" and "Use Privoxy"
checked. Go through all the other stuff and make sure it's set to
    defaults also.

If that fails, eliminate Privoxy from the loop and try again.

    Karma.

THAT WAS THE PROBLEM! I did NOT have anything whatsoever on the bottom of
my Firefox 2.0.0.8 windows until I selected "View > Status Bar".
Only then did I see the onion with an X in it.
When I clicked on the X onion, I was able to enable Tor. Woooohooo!

The only problem now is my machine slowed down tremendously all of a sudden
so I don't know why but maybe it's related to Tor.

Why manual? The windows xp vidalia/privoxy/tor bundle instructions say to
download TorButton and leave all settings at the default which is to use
privoxy which is automatically set up by the bundle.

Also, how do I enable Tor for my newsreader?
