Did this work BEFORE the reformat?
Here are a few links. Don't know if these will help or not. This doesn't seem to be as easy as it may sound. On some computers/tvs adapters need to be purchased.

Could you please capture the Display settings windows in question so we might pinpoint the problem.

I am attaching a screenshot from my work laptop to give you an idea of what to capture...

    Lightbulb

Well, none of the panels indicate an obvious problem. So, what happens when you click on the #2 Monitor in the first panel? Once the monitor #2 is selected if you want to use as an addition to your laptop screen then check the "Extend my Windows desktop onto this monitor" option. To use only the TV as a display, leave that option unchecked. Once #2 is selected, click on Advanced and then configure the other settings if need be.

Let us know if there are any issues following the steps.
