File on desktop-delete option missing

I have a video file on my desktop that I can't delete. The delete and other
right click menu choices are missing. Is there something I can do?

Tried the safe mode, same menu choices, tried the ulocker, but it just seems
to sit in my taksbar, and changes nothing?

Taskbar? You originally said "on my desktop." If it is a shortcut icon
on the desktop, drag it to the Recycle Bin. If it is a button on the
*taskbar* it is /running/ and you will have to kill it first.

Look in the Task Manager under Processes, and see if you can End Task
there.
