I can see how that's true if they were all admins,
but what about non-priviliged users?
If they can't edit, delete or overwrite that file,
then how can they bypass it?

It shouldn't matter if they (are able to) change DNS servers
or proxies, since the hosts file is always accessed first IIRC.
