File an action against him in US Federal Court. All of the reporting
him to his ISP, etc. is useless - when he is sued in US Federal Court
for damages, defamation of character, slander, etc. then you can shut
him down and he will have a huge judgement against him financially.
That is the ONLY way anyone is going to stop him. As you notice, he
only targets people that can't do anything to him legally.
