I keep reading posts on various tech boards about Hirens Boot CD and the
Ultimate Boot CD when they have problems. Are these safet to download and
burn to disk?

Yes. Some AV programs will warn you about some of the programs on both
disks. These are warnings that these tools can be used by hackers trying to
crack passwords, etc.

1) Hiren's Boot CD is based on pirated software.
2) Software pirates (warez creeps, for example) are a significant bane
to the internet community.
3) If you hang out on the street corner at 3:00 AM in a short skirt
and high heels, don't feign indignation when someone calls you a *****.
This is what you want:
Bart's PE bootable CD:
UBCD and UBCD for Windows:
I sent Ben Burrows the cash ($6 each - I don't use PayPal), and he
built and sent me both UBCD disks. Beats the hell out of downloading
all of these tools with dial-up. <g>
