    It's actually because of the ZoneMapDomains key - IE-SpyAd and
    SpywareBlaster add thousands of restricted domains - we may add an
    option to skip the ZoneMap Domains, but then if something adds a
    harmful domain as "trusted" or a good domain as "restricted" we would
    not detect it.
