Question How to find

My friend's car was dented in the parking lot. Someone saw the car
and left the license number on her windshield. Is there a way we can go
on line and find this person's name and address to contact them about
repairs? We looked on the DMV site but couldn't find where we could get
this info. Any ideas would be appreciated
