This pops up as a firewall alert every minute or so on my PC. Is this some
kind of Microsoft spyware?

It's a Micro**** generalised process catch-all service. If you want
to find out what service is causing it to popup, get Process Explorer
from http://www.sysinternals.com
Run PE, find the svchost instance, under Properties - Services you'll
see a list of services that's running thru it. Go to Black Viper's
website and look up the service in question.

Paranoia comes from experience - and is not necessarily a bad thing.
You should first search Microsoft's own knowledgebase since many topics
are already there.
- Go to http://support.microsoft.com/.
- Advanced search.
- Search on "svchost" for "Windows 2000" (or "Windows XP").
- Voila! Read the article describing svchost.
