If the web browser (IE6) is setup as not to accept cookies, are web
bugs automatically rejected also?

Nope, trans pixel gifs that are used en-masse now require something like Proxo or
AdShield.

Also, a good HOSTS file. See previous posts to implement the HOSTS
file.
