A simple call to tech support should do it. Some ISPs - notably AOL and
lower priced service ie NET-Zero - do not provide POP service, so you cannot
use OE. You have to use their online interface to check your email. Never
a good idea for exactly the reasons you have seen.
Most ISPs do provide POP and a very few also provide IMAP, though that is
more common if you have your own server.
Assuming that you do in fact have POP, the most common error I have seen is
entering mail.myisp.com instead of mail.myisp.net. Tech support will tell
you exactly which and usually will walk you through the setup wizard.
