I presume you mean that <tiscali.uk> is your dial-up ISP. You have my
sympathies.

That is a rather meaningless statement, presumably specific to the mail
client you're using -- which apparently is MSOE, which itself is likely at
least most of your problem. Ditch that and use a decent non-MS mail client
such as Pegasus Mail, some earlier versions of Eudora (definitely nothing
newer than v4.22, preferably 3.05/3.06), or maybe "The Bat!".

That's because you're trying to read mail using what is essentially a
(broken) web browser -- BAD IDEA. I say again: ditch MSIE/OE.

That's no "solution" at all -- you're just masking one of the symptoms (and
a trivial one, at that).

If you were using any other mail client, the specific text of that message
might be of interest. But given Outleak Excuse, it's a moot point.

Use a different app. Seriously. MSIE/OE is a gilt-edged engraved
invitation to virii, worms, trojans, spyware, and all manner of assorted
crap -- DO NOT USE IT, EVER.
Better yet, remove the parasite from your system entirely:
