This is what DNSKong/eDexter is for. Check out www.pyrenean.com. I
have up-to-date DNSKong lists at my site, although the some of the
ones included with 'Kong are okay, if rather dated.
There IS an answer specific to HOSTS (and which helps with Kong), in
that you should disable DNS server and DHCP client services on Win2k.
It's outlined at http://www.pacificnet.net/~bbruce/system.htm under
the heading "W2K and hosts - solving the slowdown conflict - a report
by Daniel McCoy". A large HOSTS file is still, however, a large HOSTS
file, so you'll need Kong if you can't get satisfactory performance.
