mobsync.exe keeps coming back in startup

Each time I delete the Synchronization Manager mobsync.exe entry from the
startup, it keeps coming right back after reboot!
Is there a way to get rid of it in startup permanently?
(or maybe it actually should stay there?)

mobsync.exe is the program that synchronizes your offline files. If
you don't have offline files and you disable offline file support,
mobsync.exe will probably disappear from your startup. FWIW, I've
never seen it in Startup, I see it in the registry as
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Run\
    Synchronization Manager mobsync.exe /logon

You can control offline files in My Computer | Tools | Folder
    Options... | Offline Files

That's probably what he meant by "startup", some proggies that list all
    "startups" including registry keys.

    Some instructions to remove it.

"Microsoft Mobile Synchronization Manager. One annoying programme you will
find running in W2K/XP is mobsync.exe. This is because it is set by default
to synchronise your home page at log-on. To stop this, run the programme
"Synchronise" from your "Start/Programmes/Accessories Menu. Select setup,
and uncheck the synchronisation options, then deselect the option to
synchronise your home page. From explorer select Tools/Folder
Options/Offline Files: deselect the "Enable Offline Files" option. When you
reboot you will find the programme is no longer running by default. You can
also remove optional components from your Windows 2000 installation that
are not shown in the Add/Remove Programmes applet."
