You _can_ restart in DOS mode and deleted it using the CLI. But if you have
a process-viewer that allows you to kill processes, then you can kill this
process it from within an ordinary Windows session, and _then_ delete the
file.

(BTW, while it's running, busty_stripper.scr also prevents msconfig from
running.)

If you're competent making simple changes to your registry, then you also
want to remove the entries for BUSTY_STRIPPER.SCR at
