mto is right. Keep pushing and also you could call the cell provider and
talk with the security department. You have the # it's not hard to find the
    provider.
when you see it's the person don't answer the call. That's how they get
    there kicks.
All this is assuming you aren't just looking for lookup for some other
reason. There is no place you can go for free to get the info you want.
    Police station best bet.

As mto basically said, if you have a legitimate case, you can contact
the police. Try *57 (call trace) to see if it works on most
cell-phones: it won't tell you who's calling, but it will create an
easier trace path for law enforcement. If this guy really knows a lot
about you, start changing a lot of your habits. Take a different way
home from work every day. Lock your doors. Take a refus-to-be-a-victim
course. Go to www.junkbusters.org and read the whole site and send
opt-out letters to everyone who may have or sell information about
you, particular data-collection warehouses like Acxiom and Doubleclick
and others as featured on http://www.junkbusters.com/optout.html. One
that should be on there, but isn't, is ChoicePoint Inc., 1000 Alderman
Drive, Alpharetta, GA 30005. Choicepoint is a truly scary company, one
that really does try to "know all and sell all about you", so you'll
have to opt out of everything except the distribution of credit
reports, including their scary Vital Records.
