You didn't say if it was a TCP or UDP packet being sent to you. It
could be someone trying to send you messenger spam, and t-dialin seems
to be a haven for it. That said, it's also possible it was just some
background noise.

If you feel like it, you could make a report to abuse@t-dialin.net,
cc:ed to postmaster@t-dialin.net. Hopefully they'll put a sniffer on
it that user's account to see what he's up to. In any case, deny it.
