us judge rules against public rights to access

Just read a tidbit that a us judge ruled against the publics right to access navicable waters, anyone know wtf is going on there?

I think I read that it was a federal judge ruling in a case involving the mississippi and all american waters. I'm looking for an un-edited version of the case and language. From what I've read the people that are spreading the news are playing with the words and making it sound over-dramatic.
