Is there any other program running that will control the power settings? Some type of HP utility or other 3rd party power management utility running?

Tell you what...I obviously couldn't help BUT wondering if THIS bit of info you gave us could have anything to do with this...
Is this what was originally on the machine to begin with? If not then what was there? If it Media editions WAS originally on the machine then why did you feel the need to do a clean install?...AND...exactly how did you install? Are you certain you have all correct hardware drivers, etc.? If they are the originals have you updated EVERYTHING since your clean install?I'm using a clean install of Media edition.
I also think you have some sort of a 3rd party (possibly from HP) running in the background, also possibly as a service, that is overriding the power settings you're manually changing.
Could you attach your HijackThis log to your next post please? Also as Judy mentioned, if this laptop didn't originally come with the Media Edition, then the mobo BIOS and the OS might be having some sort of a conflict on the power (APM) settings.
