Have you tried running chkdisk?
Start>Run>type in chkdsk /f (note space between k and /)>a window will open asking if you want to run chkdsk on next reboot >y and enter. Reboot your PC and allow chkdsk to run. This will hopefully correct any damaged windows files.
It actually does this while windows is running. I leave my laptop on all the time. When I close the laptop, it goes into standby. I have changed the settings in the display property's, clicked on apply. check the settings, and I'm good to go. Later,after 15 min of inactivity, my screen will go black, and when I check the settings, they are back to 15,30,20 on power options. This is really wearing my ass out!
Power settings are set or changed in Control Panel, Power Options.
Please give the exact steps you are using exactly to change and save these power options, and where are you doing them? I am not certain now we are even talking about the same thing.

Also believe you must be logged in as Adminstrator to change the settings.
You can either go through the control panel, or right click on your desktop,Properties,Screen Saver,Power to get to the power settings. The 15,30,20 is in reference to the Turn off Monitor, Turn off Hard Disk, System Standby options under the Plugged in heading. When I change these all to never, and click on "Apply", the settings show that they were applied, but later, after 15 min of inactivity, my screen will turn off. Under the Advanced tab, I change the "When I close the lid of my portable computer" tab to "Do Nothing, and click "Apply", but yet again, later when I close the laptop, it goes into standby mode.

Let's see if some of the others will take a look here and give suggestions.
When you changed the power settings, did you save the power scheme as a personalized one? Once you modify the settings, hit Save As under the Power Schemes heading and then type in a name.
Then see if it will save the settings. I think this may be your problem.
