Not sure what you mean by an IE Log...
If you are the only user then you obviously don't need the other one. If YOU are the adminstrator then log on as the Administrator. Problem with starting in the last good configuration is that none of the updates will be applied. Some updates DO take a long time during the reboot. How long are you allowing it to wait?
