cauzomb, by "cellar" do you mean basement? If so, they don't exist in the low country. Not a good idea when you are at or below sea level
Cellar and basements aren't typically the same thing here.
A cellar is located near the house, but not typically under the house accessable from inside the house.
A basement is just the floor below the first.
Some house have one or the other, some have both, some have neither.

I prefer the safe room. 12" of reinforced high strenght concrete with a vault door.
