Unknown File Appeared

Hi. don't know is this is the right place to post, here it goes:

Couple of days ago in the root of my E partition a certain file appeared. It wasn't there before, and I can't remeber what I did before it appeared. Can someone tell me what is this file related to, can it be deleted safely? Thank you.

Why it would appear where it has I have no idea but based on numerous references to this file, it should be safe to delete assuming there is a copy in the /system32 file folder.
