I have quite a few programs on my computer. If you go to Start > Programs, there are 3 columns. The third column is cut off so that I can only see about 1/3 of it.
I have Windows XP. This happens both on IE and Firefox.

Are you referring to the actual Start, All Programs Menu or are you talking about the Favorites in the browsers? These are two different things.This happens both on IE and Firefox.
It sounds, as if you have your screen resolution set too low. The smaller the resolution the less space you have to fit.
To adjust the resolution:
When setting the resolution, keep in mind that many Web sites and some programs are designed to run at a resolution of at least 1024 by 768 pixels, so try to keep this your minimum.
- Right-click in an empty space on the desktop and choose Properties from the pop-up menu to display the Display Properties dialog.
- Click the Settings tab and drag the Screen Resolution slider to the setting you desire.
- Click Apply to check how the setting looks. If you’re satisfied, click OK.
In case if you were referring to what screenshot #1 points out to, then it would be caused by enabling (checking the box for) "Use Personalized Menus" option.
To remedy this: Right-click on Start > Properties > click on Start Menu tab > click Customize... button > scroll to the bottom of the "Advanced Start Menu Options" and uncheck the box for "Use Personalized Menus" option as seen in screenshot #2.
