It took me some percentage of time to figure it out; I then checked my work on google and found that 99 percent of the answers were cacamamy but then I found one that fit the work that I was doing.

ANSWER (almost acoustikarl): This solution requires you to think a little because the numbers are not to be taken literally. Looking at a stop watch or digital timepiece such as on a microwave, 99 clicks off, then one more, to arrive at 60 seconds, or in some cases 60 minutes. Another way to think about it is: 99 percent of an hour or minute + 1 percent of the hour/minute would = 60 minutes or minute.

not exactly true about the microwave; on most microwaves, 99 seconds equals 1 minute 39 seconds. 99 minutes etc.. I know cause I usually press 99 or 55 for hot drinks. It's easier than pressing 139 or 100 which would be 1 minute 39, or 1 minute flat... edit so... for the riddle statement to be true regarding (most) microwaves, pre-determine that you want to enter 99 seconds, but you want to add one second to it, you get 100 seconds, but if you enter 100 on the microwave, it becomes 60 seconds, or 1 minute. so the answer could be 1, or 60ANSWER (almost acoustikarl): This solution requires you to think a little because the numbers are not to be taken literally. ANSWER (Another stumper): The answer is 35.
The numbers so far are as follows:
13
14
95
62
Now if you reverse all the numbers you get:
31
41
59
26
or 31415926 or 3.1415926 the commonly accepted value for pi to 7 digits. The next to numbers are 5 and 3. You then reverse the order and arrive at 35.
