One of my step dads used to haul fuel. The company he drove for would give each driver all the fuel they could use for up to two vehicles. This was to prevent the driver's from stealing fuel off the truck. This was back in the 80's.
I dont think prices has anything to do with theft. Some people are gonna steal.
Some stores have already started locking their in ground tanks
