Okay, I will do these things and get back to you. I think our messages crossed again. So since you sent me directions disregard my last post. You have been so good to respond to me right away I felt there must be a problem. Take care of your issue and I will do as directed. Don't worry so much about me I will be here waiting when you get everything taken care of and can focus on me again. Good luck getting everything resolved.

Well this is probably not the news that you were hoping for but I followed both methods and I am still getting the same results when I try to turn on the firewall. These are the steps that I followed and the results.
I ran "service.msc" and "Windows Event Controller" was already off., "Base Filtering Engine" was already running.
Next, I went to "devmgmt.msc" and did not see "Device Manager". However, I did find "Windows Firewall Authorization" in "Human Interface Devices" it was set to Demand but was stopped so I clicked on start. This did not make a difference in the firewall issue so I proceeded to method 2.
I followed your directions to run the System File Checker tool. After running the tool the results were:
" Verification 100% complete, Windows Resource Protection did not find any integrity violations."
After completing both of these methods I tried to turn on the firewall and still no change and still getting the same messages.

    I am not really surprised. Just have to go through these steps as given and those were the first ones;

    Now check this:

    Go to C:/WINDOWS/

Look and see if there is a folder there called SYSTEM64

    not
the sysWOW64 which is what SHOULD be there.

Also look in C:/WINDOWS/SYSTEM32/ for a file named CONSRV.DLL

Let me know. I will be waiting.

There is no folder System64 and there is no file that I could find in System32 named CONSRV.DLL.

Good. Are you comfortable doing a registry edit? I have full instructions.

I do have to go run some errands so I will be leaving the computer around 3:30 for awhile. If this is going to take some time I had better wait until I return to start the process. I don't want to get into something I can't finish, so go ahead and send the instructions. However, don't be concerned if it takes awhile for me to get back to you.

Oh yeah, sorry to be making so many post but I just thought of a question that I had. I noticed my Windows Defender is off and I had an alert that I had no protection when I went into Security to try to turn on the firewall. Should I try to enable this to give me some protection until I reinstall Avast?

I will do some looking to be sure this registry edit is exactly what you need, though I believe that it is.
Windows Defender likely will not work either because that is also tied into the Security Center. I would turn the computer off when you are not on it working here.
As long as you go no place else, except here or where I may have to send you, I think you should be ok.
I am waiting on the Avast install to be sure we get this part fixed also, don't know how well Avast would work without all this fixed first, that's the only reason I am holding off on that.
Do your errands and I will do some more research. When you can get back just log in and make a post saying you are back and I will receive notification. I "may" all ready have instructions posted for you so be sure to read to see that for sure.

One thing to try BEFORE we decide a manual registry fix must be done is go to this Microsoft Page and run their automatic fix tool. Don't know that it will work, sometimes these do and sometimes these don't but it sure is worth a try.
If it doesn't appear to work at first...try rebooting the computer if you are not told to in the instructions and try again to turn on the firewall.
    Let me know:
