Hardware components often goes bad in a short period of time so one day they could be fine and the next day going bunkers or simply dead!
One other factor to always consider is the software. Not saying you are infected or anything but one other software on this system could be causing this. Generally, the first and foremost one is the software that was bundled with the device.
Did you install such software for your mouse? If so, then try these 2 to see if it helps:
~ First check the vendor's web site to see if there is an update to the software, if it is several years old and you have not done that in a while, chances are there would be.
~ If the above didn't help then try uninstalling the software altogether then reboot to see if things look any better.
~ If still no good, the device itself could be bad. Check the Device Manager (can't give specific steps cause I do not know what version of Windows you have) to see if any issues were reported. I'd also advice checking the mouse vendor's web site (FAQs) section to see if the issue was already reported with an available solution, etc. for it.
