IE7 Issues

Ok, those suggestions I thought were going to work! But, alas, they didn't.

When I click system restore, the computer sounds like it's loading, but it never does. When I try it again, a window opens, but nothing pops open. It looks like this:


I haven't tried the search fix yet. Have to find the Windows disc.
