I've seen cat hair in the keyboard cause erratic behavior, but I didn't
want to go there because it sounds so crazy.

Based on your ip address, we are both in London, Ontario Canada.

If you contact me via email, davidwhodgins AT gmail.com, I'll give
you my phone number, and we can discuss the possible causes, and
how to trouble shoot the situation.

My current wag is a badly configured wireless router, and an annoying
neighbour, combined with poor security settings on the various computers.

As David and others stated, it could be other electrical (possibly wireless)
equipment near your computer, even a cell phone checking for mail or
possibly a wireless connection to a printer, etc. ;since it happened to two
    different laptops.
Still using the same cell phone?
Does it occur even when the laptop is not on AC power?

PS: Using a wired mouse (as suggested by others) is a great first step
    towards solving the problem.

The reason I asked was that it may also be possible that somehow there may
be interference may be coming from the electrical circuit.
This could come from other appliances or items on that same circuit.
    Unlikely, but possible I suppose.
