I received an email which had a zip file as an attachment. The
attachment had a virus within it, so my ISP would NOT download it to my
machine. However I *was* able to forward the email, complete with it's
attachment to scan@virustotal.com. The response I posted here was also
received by a return *email* message from VirusTotal.

I dispute what you are inferring. The email message itself *was* of
course downloaded to my machine - but the attachment was *not*!
Interestingly, I had an opportunity to do so again today with a
different email/attachment. Here is the response - just goes to show
that one cannot rely simply on an AV programme nowadays to protect folk
using Windows, eh?!!!

If your ISP did not download the attachment to your email reader ,then how were you
able to forward it to Virus Total.
Secondly the rest of your post containing the DHL_Information_S.Nr0515.zip file has
been brought up by you numerous times in the past.
The answer can only be 2 scenarios. Either you forgot about it completely which is
very possible or you are purposely ???????
